The Situtation: A coalition of media executives, scientists, library and museum directors, hi-tech experts, educators, and legislators, want to fund new edu-cational technologies using a small part of federal proceeds from the sale and lease of the publicly-owned electronic spectrum. Their vision is lifelong learning and global information access, funded for future Americans by revenues from public airwaves.


Client Goal: They introduce bipartisan Congressional legislation to create a Digital Opportunity Investment Trust to meet urgent needs for better American education, competitive-ness, and security in the 21st century. DOIT would award grants to fund instructional research and digitize collections in our libraries, museums, and universities, making these riches available to every American and to the world. Now, the coalition must build Congressional and public support to move the legislation.

Enter Reingold: We edited and creatively designed a set of reports to Congress and other prospective partners, drawing parallels with the 19th century Morrill Act, which established land grant colleges and universities from the sale of Western lands. These reports envision Internet training for police, fire, and emergency technicians. They anticipate every rural clinic being able to draw on the finest medical knowledge, and foresee every school having access to the resources of the world’s greatest libraries and museums.

Solution: The Digital Opportunity Investment Trust has been chartered. Bipartisan legislation has been introduced in this Congress, and the public-private campaign to revolutionize teaching and learning progresses.
