A major digital transformation for the City of Phoenix

The Mission

As the fifth largest city in the United States, Phoenix has a wide range of programs and services to keep the city running smoothly. Phoenix needed a cutting-edge website to bring residents, visitors, and business owners timely, accurate information about these programs and services and to give city departments a unified way to manage their content.

The City of Phoenix partnered with Reingold to overhaul its existing, outdated website and transform it into a modern, user-friendly experience.

Reingold worked with city stakeholders to establish five guiding content and design principles:

Creating a Flexible Design

The new site required an inclusive, accessible design to highlight the diverse, innovative culture of the nation’s largest desert metropolis. Reingold used a vibrant color palette, modern typography, and a user interface that supports both light and dark modes.

Using a mobile-first approach, we produced modular components and responsive templates. The resulting design ensures consistency and accessibility across the site while allowing a high degree of customization.

Replatforming on AEM

Reingold modernized the city’s tech stack and aided in its transition to Adobe Experience Manager (AEM). By customizing and building new AEM components to meet city requirements and design team specifications, we built a publishing environment with custom workflows, advanced security features, and integrations for applications like GIS maps.

We accelerated the migration of thousands of pages and assets by creating custom automations. With one of these automations — involving Content Workflow, a tool for submitting written content through structured templates — we imported content directly into AEM through a bespoke integration, saving hundreds of hours of manual effort and ensuring content accuracy and consistency.

Preparing for Change

Reingold recognized that building and sustaining a site of this magnitude would require close coordination among diverse city departments and stakeholders. So we conducted a series of assessments to understand user motivations, identify pain points, and evaluate each organization’s capacity for adopting new content principles and a new CMS.

We then created a tailored change management plan to keep stakeholders informed, involved, and prepared. Through regular meetings, open office hours, focused workshops, newsletters, and a hands-on training program offered in-person and online, we helped teams adapt and take ownership of their content.

The Results

On March 24, 2025, the City of Phoenix launched its official redesigned site: phoenix.gov. The site launched three months ahead of schedule and exceeded accessibility targets. Key achievements include
